Regular Board of Education Meeting

October 18, 2023

The meeting was called to order by Chairperson Murray at 6:30 PM. A quorum was determined. The Pledge of Allegiance was recited.

Members present were: Murray, Hanson, Koland, Sollund, Burkel, Oliver, Olson. As well as Superintendent Muckenhirn.

We are Proud…

of the HS students that worked hard on community service day to give back to the people by raking yards in Karlstad, Halma, and Lake Bronson. All of the teachers, paras, and substitutes too. It was a great day! of Jennifer Klegstad for organizing our awesome community service day. It takes time, effort, and a lot of phone calls to make this day run smoothly.

Setting the Agenda

Description: Administration additions to the agenda: Items 9e and 9f

Motion by Oliver, second by Burkel to approve the Regular School Board Agenda for October 18, 2023 as revised to include Items 9e and 9f. Motion passed.

Action on Previous Minutes

Motion by Burkel, second by Sollund to approve the previous Regular School Board Minutes for the September 20, 2023 as presented. Motion passed.

New Business

a.Personnel:

i. Leave of Absence Request: Whitney Englund

Description: Recommend approval of Whitney Englund’s request for 12 weeks of maternity leave starting approximately Oct. 23, 2023.

Motion by Oliver, seconded by Koland to approve requested leave of absence for Whitney Englund.

Motion passed.

Gifts/Grants

i. Acceptance of Donation of in-kind Services: Greenway Environmental - Troy

Peterson

Description: Recommend approval of donation of services from Troy Peterson of Greenway Environmental. The services provided cleanup and removal of playground equipment and materials.

Motion by Hanson, seconded by Koland to approve acceptance of donation of services from Troy Peterson of Greenway Environmental.

Motion passed.

c. Approve Assurance of Compliance Reporting

Description: Recommend approval of assurance of compliance reporting.

All school districts must complete an Assurance of Compliance with state and federal law and verify Mandated Reporting training by November 15 each year. Tri County Schools submitted its Assurance of Compliance online the week of October 2, 2023.

By completing all sections of the Assurance of Compliance and Mandated Reporting, school districts provide written assurance that they do not discriminate in their use of funds provided through the Minnesota Department of Education and that they have informed all mandated reporters of their reporting duties. Mandated reporting training to TCS staff (23 licensed staff and 25 unlicensed staff) was assigned to be completed during the back to school workshop week via Safe Schools online training module.

This assurance is given by each district in consideration of and for the purpose of obtaining any and all federal grants, loans, contracts, property, discounts, or other federal and state financial assistance extended to the district by the U.S. Department of Education and the Minnesota Department of Education (MDE).

MDE no longer requires a paper copy of the Assurance of Compliance certificate. However, it is important to note that by submitting the Assurance of Compliance online, that you are verifying that the Superintendent is electronically signing this assurance on behalf of the school board.Though the paper copy is no longer required, the approval of the board is per Minnesota Rule 3535.9910.

Motion by Board member Sollund, and seconded by Burkel to approve the Tri County School District’s 2023 - 2024 Assurance of Compliance with state and federal law and verification of Mandated Reporting.

Approve e-Learning Plan 2023-2024

Description: Recommend approval of updated e-learning plan.

The e-learning plan includes the following changes:

Adjust times from 8:05 to 3:15 to 8:15 to 3:15

Simplified directions for staff and students will be loaded on the web site

Resolution of School Board Supporting FORM A Application to Minnesota State High School League Foundation

Description: Recommend approval of resolution (to be read aloud)

This is used for activities and to keep Tri-County activity fees low. It assists athletes who are unable to pay participation fees.

Resolution of School Board Board Supporting FORM B Application to Minnesota State High School League Foundation

Description: Recommend approval of resolution (to be read aloud)

Funds are specific to Activity Health and Safety. The intent is to apply for funds for a portable AED to have for baseball games / JH football games / transportation. AD Taylor has contacted a trainer to assist with selection of an AED kit.
