1. Call to Order 
The meeting was called to order by Chair Younggren.

2. Pledge of Allegiance 
The Pledge of Allegiance was recited.


3. Approval of Agenda

Motion: To approve the agenda.
Motion by: Commissioner Jones

4. Public Comment

Chair Younggren asked for public comment. Hearing none.


5. Approval of Board Minutes

Motion: To approve May 19, 2026 minutes.

7. Kittson County CFO Shirley Swenson

       a.   Swenson presented for consideration a fireworks application from Spark 1 Inc for Kickin’ Up Kountry.

      b.   Swenson presented for consideration Resolution #26-09.
 

2026 COUNTY BOARD APPROVAL OF TAX-FORFEITED LANDS

WHEREAS, the Kittson County Board of Commissioners, State of Minnesota, desires to offer for sale certain parcels of land that have forfeited to the State of Minnesota due to nonpayment of property taxes; and
WHEREAS, the Kittson County Board of Commissioners has reviewed and viewed said parcels and determined that such parcels are classified as non-conservation lands pursuant to Minnesota Statute §282.01; and
WHEREAS, Minnesota law prohibits any individual who has delinquent property taxes on property owned in their name from bidding on tax-forfeited property; and
WHEREAS, an individual prohibited from bidding due to delinquent taxes may not utilize another individual to bid on tax-forfeited property on their behalf; and
WHEREAS, the County Board finds that the parcels identified on the attached listing comply with applicable Minnesota statutes governing the classification and sale of tax-forfeited lands.
NOW, THEREFORE, BE IT RESOLVED, by the Kittson County Board of Commissioners that:
The attached parcels of tax-forfeited land have been viewed by the County Board and comply with Minnesota Statutes §§ 85.012, 92.461, 282.01, Subdivision 8, Chapter 272, and other applicable statutes requiring withholding of tax-forfeited lands from sale.
The Kittson County Board of Commissioners hereby requests approval from the Minnesota Department of Natural Resources for the public sale of said tax-forfeited lands.
The attached listing entitled "List of Tax-Forfeited Parcels Available for Public Sale," maintained in the Taxpayer Services Office, is incorporated by reference and made part of this Resolution.
 
Swenson presented three parcels, one each in the cities of St. Vincent, Kennedy and Hallock.

          c.  Swenson presented a liquor license for Far North Spirits for approval.
Motion: To approve the license.
Motion by: Commissioner Gillie

8. Kittson County Administrator Aimee Sugden

a.     Sugden requested approval to purchase window coverings in the amount of $3,734.53.  This purchase was planned for in the 2026 construction project.
                                
Motion: To approve the purchase.

Second by: Commissioner Swenson
Motion carried.
b.     Sugden presented a letter of resignation from Victor Camacho effective May 29, 2026.
Motion: To approve the resignation with regret.
Motion by: Commissioner Gillie
Second by: Commissioner Jones
Motion carried.
c.     Sugden presented to the board the Planned Service Agreement with Johnson Controls.  This is a three-year agreement beginning June 1, 2026 and ending May 31, 2029.
Motion: To approve acceptance of the service agreement.

Sugden received a letter from the Northwest MN Housing Authority detailing their levy resolution passed in May.
