NW RIC Board members present included Craig Bakke, Holly Burkel, Carol Rhen, Tim Hruby and Tera Nordby. Also, present Special Education Director Kyle Erickson, Associate Director Kim Johnson, Superintendent Kevin Ricke and ECSE Teacher Becky Levenhagen.

Vice Chairperson Hruby called the NW RIC Board Meeting to order.

BE IT RESOLVED to approve the minutes of the April 4, 2022 regular business meeting the May board bills in the amount of $19,441.21 and June board bills in the amount of $46,605.02. Moved by Burkel, seconded by Rhen. Motion Carried.

The following informational items were presented by Special Education Director: Staffing assignments for FY23; CPI Training, New Teacher Training, Fall staff workshop schedule, Regional Para Training, Cash Flow and Cash Expenditures.

BE IT RESOLVED to approve the agenda as presented. Moved by Nordby, seconded by Bakke. Motion Carried.

BE IT RESOLVED to approve the resignation of Ellen Lundberg, Speech/Language Teacher, effective at the end of the 2021-22 school year (June 3, 2022). Moved by Rhen, seconded by Nordby. Motion Carried.

BE IT RESOLVED to approve the hiring of Becky Levenhagen as Assistant Director for FY23. Moved by Burkel, seconded by Hruby. Motion Carried.

BE IT RESOLVED to approve the hiring of Deb Davidson as a 63.78 FTE Teacher of the Blind/Visually Impaired for the 2022-23 school year. Moved by Bakke, seconded by Rhen. Motion Carried

BE IT RESOLVED to approve the hiring of Kyle Erickson as a 61.6% FTE ASD/DCD Consultant/Teacher for the 2022-23 school year. Moved by Burkel, seconded by Rhen. Motion Carried.

BE IT RESOLVED to approve and adopt initial expenditure budget for FY 23. Moved by Bakke, seconded by Nordby. Motion Carried.
BE IT RESOLVED to approve designation of an Identified Official with Authority for Education Identity Access Management. The Minnesota Department of Education (MDE), Professional Educator Licensing Standards Board (PELSB), and Office of Higher Education (OHE) require annual designation of an Identified Official with Authority (IOwA) for each local education agency that uses the Education Identity Access Management (EDIAM) system. The IOwA is responsible for authorizing, reviewing, and recertifying user access for this local education agency in accordance with the State of Minnesota Enterprise Identity and Access Management Standard, which states that all user access right to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will authorize user access to State of Minnesota Education secure systems in accordance with the user’s assigned job duties, and will revoke that user’s access when it is no longer needed to perform their job duties. The Director recommends the board authorize Kim Johnson, kjohnson@nwric.com, and EDIAM user ID of kejohnsonnwric to act as the Identified Official with Authority (IOwA) for the LEA name and organization number effective July 1, 2022. Moved by Burkel, seconded by Rhen. Motion Carried.

Motion was made by Burkel to adjourn the meeting, seconded by Hruby. Motion Carried. Meeting adjourned.
